Constitution and administrative structure of Hungary

National level. The Republic of Hungary has a unicameral parliamentary system. The National Assembly consists of 386 members, who are elected every four years. The head of state is elected by the National Assembly for a term of five years. The Hungarian constitution grants self-government to municipalities; their competencies are regulated by a number of fundamental laws.

Regional level. In the 1990s, seven regions were created in Hungary without disbanding the traditional administrative unit, i.e. the county. These planning regions (each consisting of three to four counties) have no legal competencies but play an increasingly important role in regional planning and business location development. Overall, Hungary consists of 19 counties (megyék); the Counties of Győr -Moson-Sopron and Vas are part of CENTROPE. As per law, the counties’ self-governing administrations implement certain tasks, e.g. urban planning, environmental protection, maintenance of public land and roads or energy supply.

Local level. Below county level, Hungary is subdivided into 150 districts (kistérségek) and 3,157 municipalities (köségek). Municipalities may voluntarily take on certain tasks of self-government.
